Somebody here used to told me coupon does apply for 29.99 item since 29.99+tax would be over 30. Coupon itself does not says exclude tax but I never tried this case myself.

I've never had a coupon with a minimum amount take tax into consideration. mainly cause tax isn't something that goes to the store. the store simply collects it for the state
