That is to prevent overheating. Mount a fan to blow at the cylinders' fins and you don't need to worry about duty cycle.

@scsiguru Rolair is a commercial / industrial brand. They are probably superior to most brands you've heard of and better than CAT. They're expensive though. If you can find a decent price, bite.

If you want a good air compressor that will last, get a belt driven one that requires oil. More power, quieter, lasts longer. Every city has a few shops that specialize in air compressor repair....
