20v is mostly marketing as they are actually 18v battery packs. So, no, not a huge step down.

Will they ever offer a brushless combo like this? Obviously it would cost more but I have these current drill and impact set. it's nice but I'd like the brushless and the circular saw.

There is no such thing as 20v in power tools, but there is 20v Max*. That little asterisk refers you to some fine print which says that they are actually 18v tools under load just like everybody...
