This has been a problem in Anime too. Older anime was hand painted and then filmed. You can get a decent upgrade out of a bluray. But then anime in the mid 90s to early 2000's started using computers...

The story isn't well regarded and the bluray release has a lot of issues probably because the original animation was digital that was never intended to go above DVD quality.
