I am willing to gurantee those $18 ones are fakes. There are other cheap "GE oem" filters for cheap which appear to be fake from the reviews. This item was first put on Amazon on March 21, 2018....

I usually buy the HDX (Home Depot brand). Good compromise between paying full price for GE and risking it getting a cheap copycat online, IMO

When it says run for 15 minutes? I just fill up 3-4 pitchers of water using the water dispenser. Pretty much the same way you would if you used the GE filters.
