Because I might sometimes want to watch it where I don't have the BR or a way to play one, like in a hotel room, via a Fire Stick I brought along.

The streaming version will be lower quality than the bluray, regardless if it's 4k or HD. If you're buying the bluray, why do you even care about the streaming version?

Not sure what you mean by the ultra version. I just wanted to know if the Target version has everything the other BR/4K versions have, the only difference being different packaging and the booklet.

Personally, I care for the "bonus" special edition booklets or steelbook editions which cost more than the normal editions. For the booklets, you'll probably glance at it once and never open it...
