For Intel as long as you have the speedstep and power settings correctly it would still downclock when idle. Usually you turn those things off when you do the initial overclock to keep things stable...

Technically yes to both (with updated bios). But I'd strongly recommend on looking the B450 line of boards as the minimum starting point for running a 2700.

A 2700 was a great upgrade from my 4770K (Haswell was an Intel 'tock' - so pretty big performance boost over the 3770K).
