You realize the the primary benefit of GaN is decreased size right? Second one is pretty obviously GaN. Silicon can't do 65W in that form factor.

A Thunderbolt port will always work but it doesn't have to be a Thunderbolt port. Many USB-C ports aren't Thunderbolt but support Power Delivery - that's the key spec here. AFAIK all Dell XPS laptops...

I have one and it works great with my 2017 MBP 15”. 60w is plenty for most of the use cases for the 15” MBP when I am mobile and only use the laptop with few to no accessories.
