I recommend buying a pack of balloons ($1 at Dollar Tree) and filling a large cardboard box with balloons. Those can be disposed easily and offer about the same level of entertainment.

Yes but its very small. Not a lot of space in there. And, depending on where you live, this can get very cold. Most playmats are of a thicker material, which is washable. This is very plasticy.
