Yeah your 2080Ti will run it at about 35 fps constant. Maybe 40-45 fps if you have great cooling and a fat overclock, like my 2080 Ti Hybrid.

No they are not this is a bad Chip the 3600x will run much smoother with a higher 1% lows. And the upgrade path is unmatched, in two years you can buy a 16core CPU for 300$ or so.
