Here, you want best performance AND value on a low-profile cooler, ID makes some stuff that has worked well for me. They need access to the back of the motherboard, but cool much better than the OP...

No it wouldn't reach the Pi processor without being stopped by the ports/GPIO pins. It's 100mm x 100mm, so it's larger than a Pi. It's made for LGA 1155/LGA1156 processors.
