Had a similar problem in that I received a 2-pack of the 20x30x1. They replaced the entire order (including 2x 16x20x1 and 1x 20x30x1) and allowed me to keep the remainder.

The cardboard is what keeps the pleat shape. Without it the filter flattens out and diminishes surface area.
