In your dashboard, can you see the old SIM "Deactivated" if yes, that means you will not able to unlock the phone after 1 year, you can you the ATT SIM but the phone is attached with Verizon SIM....

Hi, I am not sure but it worked for me. Do you see your old device in the "inactive device" list? Maybe wait a few hours and try again? Have you used your old device before for texting/calling?
