Might be just a bad wording here and we are on the same page anyways. It's not the largest chunk of balance but the chunk of the balance with the highest APR applied.

AFAIK There's a 5% fees for the transfer. So a 12 month transfer is more or less equivalent to a loan at 5% rate.
