My understanding is that it should transfer all local content when you use this method. Otherwise you just pull everything from your iCloud account.

You know that option to set up your new Iphone, where you put both old and new phones side by side, charge both up, have both on your WIFI, and both have bluetooth enabled?

I recently did the migration using apple's WIFI + Bluetooth method of phone to phone ... and all the apple podcast app data plus podcasts downloaded... were transferred...
