You are correct. Thats why I take cash as well to compensate and use first. I only use CC overseas for dining out and high priced items. Cash it for gas, simpler items, supermarket, etc.

I have never been refused for a Discover Card, but I always carry an extra Visa or MC card just in case. I never pay with cash unless it is under $5.
