I can offer my anecdotical ... even less than... evidence - a couple of times I THOUGHT, I WAS ALMOST SURE - that I saw S&S price changing to a lower one after I s&s and before it shipped.

Check in "account -> subscribe and save -> deliveries" section. I have included a screenshot from my phone app. These were all new subscriptions and I never select a substitution.

On the subscribe and save help page, it says: "... wont exceed the reminder email price" so they'll give you a lower price if it drops at anytime between the "reminder email" and the shipment

Personally, I have only seen lower prices happen after I have hit my 5+ in the monthly S&S order. The 5% off will increase on qualifying items to 15% off. This is expected, of course.

The subscribe and save policy is that if the price drops in a certain time frame, they give you the lower price. But it seems like they added other sellers besides amazon and are not taking coupons...

Yw. It is a catch-all - but because it is catch-all, it covers this specific situation. Amazon can lower - and raise - S&S price at any time.
