You are talking about 2 different laws. One for novices\bus drivers and one that the NTSB is talking about The NTSB recommendation for a law in your OP WILL NEVER HAPPEN

yes my state doesn't let you talk into your cellphone directly, but you can still use it hands-free (i have a bluetooth speakerphone). So yeah this law won't see the time of day.

Effectively, most of it has already been passed in many states where's it s already illegal to talk or text. The only change this would add is to make it illegal to use a hands free device as well.
