4.24% isn't a horrible interest rate in itself. Best thing is you'll be paying off principle faster during the 1.99% which will save you lots of money later.

You'll have to go find that for yourself. This is a secured loan against your home, thus not having a home automatically means this loan is not available to you.

Mortgage interest in tax deductible and student loan debt cannot be discharged so there's no reason not to if you have the free cash flow ($175/month/$10k borrowed) or assets to pay back.
