I submitted 3 $1 cards on 2/02 and all were approved on 2/05 without any issues using Discover. Actually bought 5 but the limit is 3 apparently.

The link in the wiki is to a search result for one specific store, and it says right next to the store's name "Out of stock". You'd have to get pretty lucky for them to accept this.

Citi gave me price rewind at $5. I bought 22 of them in two tranches of 10 and 12. 10 paid out today, 12 should happen by next week.
