Do I have a faulty motherboard, monitor or something else?

I have a year old LG 27UP600-W.AUM monitor that is connected to my desktop via DP that falls asleep and sometimes will not awaken unless I restart the pc or unplug the dp cable from my desktop and plug it back in. My desktop has a hdmi and dp from my msi motherboard, I use the hdmi for my tv. I recently purchased a new 8k dp cable to see if that was the issue but it is still doing this. So my question is it my monitor, motherboard or something else causing the issue. I have my power setting to make my screen go to sleep after 5 minutes and while the tv always wakes up the monitor only does sometimes.

The reason i ask, is that I had a setup with 2 monitors that the second wouldn't wake up until after login. Never figured out why, but then again, I never really cared once I realized what it was doing.

You may have some success with the keystroke ctrl-shift-win-b when this happens which is supposed to restart your display drivers.
I've recently started to experience this myself since the last windows update. a few years a go I dealt with similar issues on a laptop that were a real pain to resolve.
I suspect your problem is the desktop, it's just a question of if it's a software or hardware issue. You might try mouse jiggler software and turning the monitor off when not in use as a test.

On the monitor, one simple thing to watch out for is automatic input switching. If enabled, some monitors may occasionally switch to an input with nothing attached.
You could also try switching to the HDMI output. I assume you're using the integrated graphics.
I'd also suggest you go in the BIOS / EUFI and increase the portion of your RAM dedicated to graphics.

Also, while troubleshooting, I'd take the TV out of the equation (just unplug the HDMI cable) and then see if the same thing happens with regards to your monitor not coming on after wakeup. I run into any number of issues when running dual displays, reverting to one display only will help you troubleshoot.

I believe it is probably a combination of the monitor not seeing the computer if you unplug the monitor or turn it off ( they are not the same ) then power the monitor back up does it come back
if you set the TV as primary does it all work fine?
You say sometimes it works other times not can you narrow down the situation of you have nothing running and lock the screen will it turn off and not wake up or can you loop a video and then have it work fine no matter how long it runs.
if it turns off at the logon screen but stays up if something it running it is a power saving setting somewhere.

The monitor has hdmi but I only have hdmi/dp ports on pc so tv gets hdmi
I don't have any other adapters
I unplug the dp cable from the pc and plug it back in and it works or I restart my pc and it works.
I don't set the tv as primary so not sure about that
I'm not sure what you mean about the last question. The monitor is set to sleep after 5 min of no use via the windows power setting. It seems the longer it "sleeps" the harder it is to wake up.
