I think it has slightly wider shoulder straps plus if you look the waist strap is much more robust on the plus model.

My experience has been different. They usually have a box you re suppose to fit it in. I have bags bigger in actual dimension which can be stuffed in the box (because they are flexible enough) and they dont say anything as long as it can fit in.so YMMV, but I dont think they check it, like measure it or something.

Agreed. But u can sqeeze the deapth but not height and width. My son's stroller wasnt flexible, it fit perfectly but the wheel was hanging out, that costed me $100

Depending on what you use, you can squeeze depth, height or width, as long as it sits in their box. Of course, stroller is a different story, that has hard edges. Your previous reply almost sounded like this bag would be difficult to squeeze. If it doesnt have hard edges (which I dont see from description) it should be squeezable, unless you have stuffed it real bad.
Also, I have taken stroller and car seat which was included for the kid and we didnt have to pay anything extra.

I've only used their packable backpacks and sling bags. Which are nice but didn't have much padding or structure. I'm guessing this one is actually a proper backpack
