That wouldn't make it just flash orange. You likely have bigger issues. Make sure the RAM is seated in the slots.
Mine had a Dell M.2 PCIe NVME Gen 3x4 Class 40 2280 Solid State Drive - 512GB. There is a slot on the motherboard beneath the drive bay.
You should be able to boot into the BIOS without any drives present. Something else is going on.

Just a heads up on Dell refurbished......Purchased a 7070 last week on the SD post. Unit arrived within about 4 days. Unit looked like new, inside and out, BUT it would not boot up, just kept flashing orange. So I removed the side panel to find there is NO SSD DRIVE IN THE UNIT, DRIVE BAY WAS EMPTY! Had to wait until today to contact Dell, hopefully they will be shipping out my SSD drive today.

Been seeing these deals for a while, and finally pulled the trigger. Micro form factor with i7-9700T, 16 GB RAM and 512 GB SSD for $225 is a steal. Will be perfect for a standalone home server that I've been meaning to set up for a while.

I had the same issue, the battery on the motherboard needed to be replaced. Hard drive was a M.2

Pretty much everything that an average person would use a computer for, outside of gaming.
