If you specifically require a single slot and/or low profile option this could be a reasonable selection.
Otherwise, the superior A380 is available via Amazon and Newegg for the same price. The card is full height and two slots wide but, like the A310, does not require external GPU power.

I picked up an A380 for $100 that was low profile, but dual slots so kind of in-between. It should be roughly 50% faster.
The Radeon RX 6400 is around the performance of an A380 and is available in a single slot low profile, but the going price is around $150 for the one card like that.
Do note that they all have performance caveats. The Intel cards needs the "resizable bar" BIOS setting and the AMD card needs PCIe 4.0 to get max performance because it is an x4 bus. Both means someone newer motherboards.
And going further, they have such different application support options. The ARC series supports AV1 encoding, something like a single-slot, low-profile GT 1030 would support hardware decoding but not encoding, whereas the RX 6400 doesn't support hardware decoding or encoding.
