Would this be too big for a 14 year old. Maybe 4'6" in height.
I think so. A medium frame like this one I think would have a 5'4" cutoff for a minimum height. Maybe slightly less, but at 4'6" like you said, I think this bike is too big.
I've spent more than that doing winter maintenance and replacing a few worn things on my MTB. If you use the bike regularly the base $399 you spent will quickly be in the noise. Just go ride it and have fun!
If I have a full suspension Giant bike from 2012ish that needs to be tuned and prob have a number of things changed out on it, would you replace those parts and keep riding it? Or would you get this instead? I would not be doing anything that needs a full suspension at this point. Thanks for the feedback

If proper trail certification in writing is important to you, then Walmart is a wrong place to shop, you need a bike from a brand like Canyon that has all of them with specific trail ratings, tubeless wheels, hydraulic brakes etc.
I currently ride a 19" bike with 26" tires. I'm 5'10" and the fit is good. Will this medium bike be too small?
Good thing about Walmart - they ship it for free, and if something doesn't work you just roll it into any Walmart within 90 days without a box and they take it no questions asked.

It is not difficult, front wheel to insert, seat to insert, handlebars to inserts and secure, pedals to attach. All those are basic things you need to learn with any bike. All cables are already connected. Brake adjustment and shifting adjustment may not be needed, if comes to that there are tons of simple YouTube videos from Park Tools

Yes, for real riding, it will be big.
For a smile and then to store in a garage till later, might be ok.
It will be definitely too large, it is a large medium, if they say 5'6" they mean it
