Yes, any with cellular can be with cellular subscription.
Yes it works as a standalone phone/watch for teenage kids. Just be aware of the limitations. (In short only the features that are also on the cheaper SE model work.)

That carrier list isn't necessarily accurate. I have it activated with Consumer Cellular.
Mine started draining the battery very quickly about a week ago. It ended up being a failing watchOS update that was retrying over and over. Once I resolved that it went back to normal.
