They're not, a good weight for the 28's is between 8.5 to 13 pounds. This is right in the middle.

I have a 25" checked bag. It's almost 80L vs my carry on of 40L. I hate checking a bag but the 25" gives me enough space to do whatever I need it to do. Easier to handle and no real chance of going over weight limits.

Generally for checked bags they go by an overall linear length (l+w+h). Unless you get a really bitchy agent you'll be okay if you're just barely over. I have a 30" that I always use for checked luggage and never have had issue.
There's a 5pc set on Walmart for like $135 that fits it perfectly and is polypropylene too
The reason I know all of this is my wife takes this issue way too seriously
Same here with our 27". I believe 27-28 is probably the max size you'd wanna go for checked bag with a max weight of 50lbs
