It has to have a certain cocoa percentage to be called chocolate. The percentage needed to be able to label as milk chocolate is already laughably low (probably because of lobbying from food manufacturers). They would have called it that if they could have so it's safe to assume it's even less than that. Ingredients have chocolate as less than 2% on this, coating maybe makes up 1/5 of the total weight so I'd assume it's something like 10% cocoa content in the "chocolatey coating" and the rest is more sugar and stabilizers. Profits are far more important to them than your health, don't forget it.
