The ratings on weight limits typically have some notes -- like each 1x1 inch holds up to 1 pound of weight, up to a maximum of 15 pounds (with 15 square inches of tape). The surface needs to be scrubbed clean/dry, adhesive needs to be held in place with pressure for 30 seconds against the material and you have to wait 24 hours before attaching both sides of the velcro.

Different materials will always limit that further -- like it might stick great to a piece of sanded wood, but terribly to glossy-painted walls (or bricks) despite them claiming it can be used on "any surface"

I've found for best results:
Scrub the material you want to attach it to thoroughly. Go over it with alcohol wipes to further clean it, let it dry. Attach the adhesive to the material, hold it with pressure for 30-60 seconds. Hit it with a hairdryer or heat gun for 30-60 seconds if it's cold out. Let it sit in place for 1-2 days and then come back to use it after that
The tape is heavy duty, as in nothing will happen to the tape laugh out loud

All kidding aside, I have the strips on various places. My trick usually has been to let the glue set for 24 hours or more before actually using. Even with lightweight items, sucess rate is around 90%. When it fails I just use a VHB double-sided tape.

tried to use on brick wall, cleaned and scrubbed brick face to try and mount blink cam, first try the hook piece fell right off brick with nothing attached. Second try the loop side just could not attach enough to hold without sagging so much it would hold. Not sure how they claim 15lbs.
