Try with a few different temp programs and compare (your temps seem almost strangely low)

Also, because coretemp is made by the same people as HWmonitor, I can't imagine that the temp readings would be any different..
The best method is to check temps in bios and comapre to program. But I agree, those temps are really low, now that I think about it. What kind of cooling do you have?
your temps seem plenty fine to OC. i'd try bumping it up by like .5 ghz and getting it stable, then higher and higher till the desired level. then lower the voltages to as low as possible while staying stable and no BSOD.
btw. can use prime95 to put all your cores at 100% load and see how they do under stress. temp wise as well as stability

I'm not positive, but I think (on my GA-890GPA-UD3H at least) that TMPIN1 is the socket temperature, which appears to be more accurate.
