To apply for a credit card by phone, please call 1-800-932-2775 and a personal service representative will help you. Please mention priority code VABJOM. It took me 14 minutes to apply.
This is through Bank of America. I already have the Visa Signature Cashback Card and asked if I could apply for this one and the rep said it's a different promotion, so it was OK to apply.
Not sure if this number will help if you are not instantly approved... but this is the (Credit Analyst) for reconsideration phone number 866-458-8805 (only open during normal business hours).
*Update 7/23/2012 for those that already have this card* - I already have this card and called in to apply for it anyways. I told the rep I already have the card and she said I could still apply and she was right. I just now called the reconsideration line and the guy approved me for this card and the BOA Mastercard giving $300 cashback for a total of $700. Good to keep in mind in case you find a great deal on a card you already have... just call in and see if you can get another card with the great promotion.

But I called and the rep could not verify the promo for me. Is there a chance that after giving the rep the code and applying, that I will not get this promo if they see I was not in their "targeted" audience?

Called in, told them that I received the promo code provided by the OP.
Instantly approved. I asked CSR to confirm the promo and the CSR confirmed the $400 CB after spending $500 in 90 days.

I called the No. in OP's post, told them I would like to apply for a new CC, and I have the offer code, I read it out for her, then she started reading some terms and conditions, like APR, and others, I interrupted her and asked her, if it has the 400$ cash back, if I spend 500$, she told yes, then I went ahead giving all my details. Once she was about to click submit, I asked her to double confirm the cashback, and she triple confirmed it
