This is through Bank of America. I already have the Visa Signature Cashback Card and asked if I could apply for this one and the rep said it's a different promotion, so it was OK to apply.
Not sure if this number will help if you are not instantly approved... but this is the (Credit Analyst) for reconsideration phone number 866-458-8805 (only open during normal business hours).
*Update 7/23/2012 for those that already have this card* - I already have this card and called in to apply for it anyways. I told the rep I already have the card and she said I could still apply and she was right. I just now called the reconsideration line and the guy approved me for this card and the BOA Mastercard giving $300 cashback for a total of $700. Good to keep in mind in case you find a great deal on a card you already have... just call in and see if you can get another card with the great promotion.

Update on my end I applied on the phone I got an instant approve. Agent said you should get $400 however it is for targeted customers. My question is if I don't want the card in the long run I can reject it and not even activate it right? The only reason I applied was for those $400 dollars bonus.
Another note when I get the card will show congrats for being awarded $400 after you spend $500 within 90 days, because if I am not getting anything like I mentioned I am rejecting the card and not activating it.

I got through at about 1:30pm EST, gave the rep named Michael the code, and during his reading out the terms to me he ended off "and you will get a bonus $400 after spending $500 within 90 days". I didnt even have to ask.

The positive side is that you can update your "score" as often as you want and it does not effect your credit score because it is a "soft pull".
