The title is a bit misleading...the 10% off coupon can't be used online, it's just available online, and has been for some time...although the OP's effort is appreciated, to inform those that my otherwise not have known about it.
To get it, I always do a temporary change of address (using a family member's address)...you do need a valid debit/credit card for verification (and it charges you $1.05). After entering your debit/credit info and submitting, you'll have the option to print the 10% off Best Buy coupon (among others). Most say exit afterwards, but I always CONFIRM the change of address, write down the confirmation number, then immediately google "cancel usps change of address". Enter your confirmation number, cancel the change of address, and you're done.
* There are ways around the $1.05 charge, but it's more work than it's worth IMO, and you still need to have a valid debit/credit card.
* I go through with the confirmation then cancel, as the first time I never actually confirmed yet it temporarily changed my address anyways...typical government website...so now I always confirm, then cancel and I haven't had a problem since.
* For those hesitant of entering such personal information via a link...simply google USPS mover's guide, and it will be one of the first links.

Why would you go through the trouble of canceling your change of address? They let you set it for as few as 1-2 weeks and then it just expires.
Because cancelling it takes 30 seconds, and call me crazy, but I kind of need/like to get my mail/packages.
If you have lived at another address, you just put in that address as the old address and reroute it to your current address. There is no risk of losing mail. If anything, you might actually be surprised and find out mail was going to your old address.

If your old address is that registered to your card, I suppose you could do that, although I would hope anything you need/want is already coming to your new address (I.E. you've already processed a mail forwarding motion, thus making this redundant an unhelpful).
it's getting harder and harder to find these at your local post office. the last 4 different locations i went, they found an excuse not to give me one (we are all out, can't find them, etc). there is nothing in the usps mail that i have to have at my first address so i can easily redirect to my second address for awhile, no problem. btw, if the coupon can be printed, cannot someone post it or are they unique?

No, you are wrong. The form lets you pick whether you want to verify with a credit card using your old address or new address. Your billing address does not have to match the old address.

Edit - read some more and I'm guessing you mean the $1.09 fee? In that case, I stand corrected.
Because the two nearest USPS around me lately have not been carrying movers pack anymore. They tell you to go online to do it.
Driving around finding one that has a pack is definitely a waste of resources.
