just noticed, you bought a "used" cpu - any chance that the person before you failed at overclocking it or something? have you tested it with the intel burn test or prime95 or something similar?

My gut is telling me to check that psu. It may have nice specs but it may also be damaged. Visually inspect it to look for exploded caps.
