yeah, stay away from airport locations...the fees can be as high as 45% of the cost of the rental (see sky harbor airport in Phoenix)...
you may be able to have the fees waived if you are not...

Depends a lot on your days. One suggestion is to use Hotwire as a pricepoint, then undercutting that by 25% or so on priceline with name your own price. Usually works pretty well for me for cars...
