No, the mA rating on a charger is just the most you can draw from it. The phone itself is what dictates how much current to draw.

no it will not charge the touchpad. Volts are the same but you have to look at the amps it can deliver. This one is 850mA. The touchpad needs like 2.1A (2100mA). If it was off it might still charge...

Usually the supplied charger is enough to max out the charging capability of the phone when it is off. Where you may see a difference is when you're using the phone while charging at the same time.
