Yeah mine was the same. Hard drive box in a big box with 2 "air pillows" thrown on top. Still plenty of room to slam into everything. Seems to work okay though.

Just follow the WD instructions to turn it off. It doesn't get removed, but no big deal. Are you sure they weren't talking about a 2.5" portable USB 2.0 drive? I haven't seen any 3.5" drives...
