They have coupon valid for certain period so that non-members can make purchase.

In such situations they clearly tell you buy a new item and to return with the old receipt.

This isn't true for Costco. The short answer is that one needs to be a member to make an in-warehouse merchandise purchase. There isn't an option for a surcharge in-warehouse.
