Nothing, other than your desire not to be a thief. In any case, since you have to give your driver's license when you return without a receipt, you can't do it more than a few times a year.

Say I purchased 2 copies that had a SER limit of 1 per name/address/household on my Staples Rewards Account

The rewards system and the rebate system are not currently linked.
As long as the two copies were purchased on separate receipts there should be no issue with submitting one rebate under your name...

Well that would be return fraud. And if you do more than a few returns without receipt, you will be tracked in the database. I agree with The2AMBearArms it is being a thief too.
