They can't really audit an individual and prove they bought things out of state. You could just plead the 5th out of that. But it is a big deal for businesses i hear.

Correct. This is why some states are now working to change the rules, and make the seller collect the tax in the same way as ordinary sales tax.

There is a standard deduction for "untaxed" purchases--I don't remember but it is really low for SDers. Just use that.
