No, it means that the maximum value of the coupon is $10, but for stores like Walmart that give you overage, they don't have to give you $10 value, they only have to give you the cost of the vitamins...

That's correct. CRV and bottle deposits do not count towards the total needed to earn an ECB, but it does count towards the total needed to use a $/$$ coupon.
