Try doing a factory restore and see if its still doing that... If it is it sound like an issue - I would say exchange it

i had this problem on a 17" laptop from dell on vista. annoying. switched to win7 but havent used it much to know if it was gone.
mine was at log on, mostly if not all times.
i get it now at times...

From my experience with Dell laptops - I think what they do when the build the computers is install it with a preconfigured hard drive... so once the computer boots up there could be issues setting...
