I agree with the other posters that Audacity is the way to go, note that you will also have to install Lame MP3 Encoder, and maybe FFmpeg import/export library depending on what you are trying to do....

If audacity doesn't work, I doubt any other sound editor will work. I am guessing you have a hardware problem (sound card or input device) or possibly some setting on windows isn't right. I think...
