No I'm using something similar on Time Warner. So long as you're on a US based cable provider that uses CableCARD it should work.

Yes and no. An extender really only refers to devices that the DRM restrictions won't apply to. So if your recordings are copy protected, only the PC they're recorded on and true extenders (xboxes)...
