This was my guy then. When he got my house for the install, he told me the room I wanted already had to be prewired(behind the walls) with cable. Meaning that all he had to do was connect the modem...

The install person or crew does the installation of the service but there is a separate department that is responsible to come out and bury the cabling. Now that could be done anywhere from same day...

Not only should it have been buried, it should be run through some tubing in the ground as well. The initial installer was likely paid by the job rather that by the hour so they were lazy.

Comcast had to replace the line from the box to our house a couple years ago. They left the line above ground, but said somebody would come back to bury it a few months later after the ground thawed....

Comcast is responsible for the line up to your house. Keep cutting the line with the lawnmower and calling them out to fix it. Make sure you get a credit for all days where your service is out....
