FreeVideoJoiner will do what you want but does not support m4v. It's old but it should work.

Supported video file formats for Movie Maker: Video files: .asf, .avi, .dvr-ms, .m1v, .mp2, .mp2v, .mpe, .mpeg, .mpg, .mpv2, .wm, and .wmv
If the file format is MP4 or M4V then it won't read it.
