If you eventually build new you won't want to use a cheapo PS. Power supplies should always be very high quality and sized right in new rigs.

If you don't want to upgrade your power supply the Radeon 7750 should work fine in your system and doesn't require external power. It's a decently powerful card and pretty inexpensive.

Yes, D3 is not that demanding on the video even with most options turned up. Switching to a 64 bit OS would probably help more (and maybe adding another 4GB of RAM at the same time) than replacing...
