Sounds like the PSU can't cope with the load and everytime it shuts down, the bios setting is set by default to reboot.

sounds like a MB problem to me.
As you're able to get into Bios, so nothing is wrong until it starts initializing the PCI lanes and what not.

You'd think that if it works with the old card, that the mobo is OK.
