the radeon 7770 should only have 1 6pin power connector. It should use about the same or less power then the 4670 you currently have

No I have a cable connector to attach to it in both PCs. I know it sat overnight in freezing temps and then in warm temps, not that it should matter.

If all the connectors are in place, then I would tend to believe that the card IS defective.
Doesn't the 7770 require more connectors than come with the stock PSU in your Dell?
