Assuming you're talking about a rifle (or lower receiver) and not just an upper, that's a straw purchase. I'd guess 10 years and $250,000 fine.

As said before, this PSA upper is chrome lined, and is far superior to the one you posted. The one you speak of also does not come with a BCG. The PSA is also completely "mil-spec"

nope, just plug and play pretty much. although some handguards are a BITCH to get on/off. but usually it's no special tools required. take down pin, pivot pin and it comes right off.
